#GetOutRavi Trends. Another Governor - State Govt Tussle. BJP v Tamil Nadu.
It is important to mention here that Governor in a state is appointed by Central Government which is formed by BJP government. In Tamil Nadu BJP has always faced a political fiasco because of their “Hindi imposition” policy.
While delivering his speech prepared by the Tamil Nadu government, Governor RN Ravi omitted certain portions including the names of leaders like Ambedkar, Anna, Kalaignar and Periyar, terms like ‘social justice’, ‘equality’, ‘Dravidam’ and ‘Tamil Nadu’. Furthermore, he made some additions that were not mentioned in the printed speech. This act is considered to be a violation of the Assembly rules, and the Governor has disrespected the constitution, stated Thirumavalavan. (watch it here)
Governor Ravi reacted to this in an unprecedented manner by staging a walkout from the House in protest even before the national anthem was played.
It has been alleged by many that the Governor has been acting against the government and the people of Tamil Nadu since his appointment. One of the minister of Tamil Nadu mentioned “Creating a rift between the Tamil Nadu government and the union government has been the job of the Sangh Parivar”
It is important to mention here that Governor in a state is appointed by Central Government which is formed by BJP government. Not just in Tamil Nadu the tussle between Governor and Non-BJP State Government is a regular affair be it Delhi, West Bengal, Bihar and many more states. It is also suggested by many that the state government must take action to realise the recommendations made by Sarkaria Commission and Justice Venkatachaliah Commission to make changes in the Articles 155, 156, 200 and 201 that the Governor must not take a long time to approve a bill passed by the state government. How a Governor is Appointed?
The state executive is made up of the Governor, Chief Minister, Council of Ministers, and Advocate-General of State. Governor, as President, heads the state government. Article 153-167 in the Indian Constitution deal with the provisions related to the state governments of the country.
Governor is a titular head or constitutional head and at the same time, he is the agent of the centre as the union government nominates Governor in each state
The president appoints the Governor by warrant under his hand and seal. In some ways, he is a Central Government nominee.
However, as the Supreme Court ruled in 1979, the office of governor of a state is not a position under the Central government.
It is a separate constitutional office that is not controlled or subordinate to the central government.
